Timeline: CDA's notices on sealing private housing scheme offices in Islamabad, October to November 2026
A dated timeline of CDA's show-cause, sealing and sealing-order notices for private housing schemes in Islamabad, the steps its letter sets out, and what remains unknown.

The Capital Development Authority (CDA) listed notices in October and early November 2026 about private housing schemes in Islamabad, including requests to seal their offices. This explainer puts them in order and sets out the steps CDA’s letter describes. It adds no new reporting and is built from our four earlier reports. Everything about the schemes is CDA’s account. We make no statement of our own on any scheme’s approval status.
The steps in CDA’s letter
The notices cite the CDA Ordinance 1960, the ICT Zoning Regulation 1992 and the 2023 regulation for private housing and farm housing schemes in Zones 2, 4 and 5. CDA’s Planning Wing letter dated 23 October reproduces the rule it relies on from the 2023 regulation. In the letter’s order:
- Notice and show-cause notice. Sealing may follow a 15-day notice and a 7-day show-cause notice.
- Sealing order. The orders are issued by the Planning Wing.
- Sealing. The letter says sealing is done by the Directorate of Enforcement, and that the Planning Wing has no staff or machinery for sealing.
Timeline
- Before October 2026. Each sealing notice we read says CDA served notices and show-cause notices on the sponsors, telling them to stop development, marketing and plot sales. For Capital Hills, the notice gives dates of 13 June 2025 and 20 May 2026. The Paradise Enclave notice cites notices dated 23 May and 17 July 2025. The show-cause notices refer to earlier CDA and newspaper notices dated between 2016 and 2025.
- 2 October. CDA’s Directorate of Housing Societies dates nine show-cause notices for Zone 4 schemes. Each orders the scheme to stop development, marketing, sales and plot transfers within 7 days of issue and to show cause in writing why legal action should not follow. CDA says that if a notice is not complied with, it may demolish structures and seal scheme and site offices. Sealing notices for two more schemes carry the same date.
- 9 October. CDA lists the nine show-cause notices and seven sealing notices (five in the 13 October report, two added in its update) on its public notices page. Our reports: CDA moves to seal offices of five unapproved housing schemes (13 October) and CDA issues show-cause notices to nine private housing schemes (17 October).
- 14 October. CDA dates ten sealing notices asking its Directorate of Enforcement to proceed with sealing. Nine cite a notice dated 2 October.
- 23 October. CDA lists the ten sealing notices. Our report: CDA asks enforcement wing to seal offices of ten Zone 4 housing schemes (24 October). The Planning Wing letter is dated the same day. It is listed later.
- 2 November. CDA lists the 23 October letter. It has a table of 40 entries with sealing-order dates from 21 August to 21 October 2026. It says no listed scheme’s office has been sealed, and that some sponsors are reportedly seeking orders from courts against sealing. It asks both enforcement directorates to proceed. Our report: CDA letter listing 40 entries with sealing orders says none sealed.
What remains unknown
- Whether any office has been sealed. The letter says none had been, and we found no CDA sealing record.
- Whether any sponsor has replied to CDA. We found no reply.
- Which courts have been approached. The letter names none, and we found no court order.
- A date by which sealing must happen. The letter gives none.
- Why the sealing has not happened, beyond the Planning Wing’s lack of staff and machinery.
- Whether Paradise Enclave (Phase-II), in the ten-notice report, is the same scheme as the Paradise Enclave (Phase-III) entry in the letter.
What readers can check
Anyone holding or buying a plot in one of these schemes may wish to ask the sponsor for its layout plan approval and the NOC, and to check both with CDA. Our guide to checking an Islamabad scheme against CDA’s lists explains how. We will update this timeline if CDA publishes a sealing record.
