How to check an Islamabad housing scheme against CDA's approved and illegal lists

CDA publishes a private schemes list with layout plan and NOC status, plus a separate list of illegal schemes. Here is how to read both before paying for a plot.

Update, 3 November 2026: CDA’s 23 October letter, listed on 2 November, says none of the schemes on its sealing list has had its office sealed. See CDA letter listing 40 entries with sealing orders says none sealed, and reports sponsors seeking court orders.

This is an evergreen guide, not a news report. It describes what CDA’s own web pages said when we read them on 14 October 2026. Pages can change, so check them again before you act.

Buyers of plots in Islamabad’s private housing schemes can check a scheme’s status on two public CDA pages before paying. Neither page replaces legal advice, and CDA itself says the buyer-sponsor stage sits outside its control.

The two-step approval

CDA’s Private Housing Schemes page says approval is granted in two steps. In the first step the Layout Plan (LOP) is approved. After subsequent formalities, a No Objection Certificate (NOC) for development of the scheme is issued. CDA’s illegal schemes page adds that sponsors can start development work and the sale of plots after obtaining the NOC from CDA.

The private schemes page also describes a Completion Certificate. CDA issues it after development is completed as per the approved layout plan.

Read the status columns carefully

The Private Housing Schemes page is titled as a place to explore registered housing schemes alphabetically. It lists each scheme with its zone, road and area, and two status fields, LOP and NOC.

Being on this list does not mean a scheme is fully cleared. When we read the page, many entries showed a “Cancelled” LOP or NOC, a “Not Issued” NOC, or a “Provisional Approval” LOP. A few entries showed only an LOP status. The page does not define these labels, so ask CDA what a specific label means for a specific scheme.

The illegal schemes list

A separate CDA page lists housing and agro-farming schemes that CDA says have not obtained any approval or NOC. The page states that plots are being sold or marketed in these schemes. It is listed alphabetically, with locations such as Simly Dam Road in some entries.

On 9 October 2026, CDA’s home page listed public notices, titled “Sealing of site/management offices of illegal scheme” followed by each scheme’s name, that ask for the site and management offices of five schemes in Zone 4/D to be sealed. The schemes were Green Fields, Islamabad Farms, Capital Hills, Kiyani Town and Saif Garden Housing Scheme. Our news report covers those notices: CDA moves to seal offices of five unapproved housing schemes in Islamabad Zone 4.

A limit CDA states itself

The private schemes page says allotments and plot transfers are still made by the respective sponsors, without any check or involvement of CDA. In practice, an allotment letter is a document from the sponsor. It is not proof of CDA approval. Compare the scheme name, location and status on the CDA pages with your own papers.

The lists are not a guarantee

The lists are what CDA publishes. They are not a guarantee about any plot or any sponsor’s claims, and they may lag behind events. A buyer should also verify the ownership documents. A buyer should also ask CDA, in writing, to confirm the layout-plan and NOC status of the specific scheme and plot.

What readers should check

  • Search the scheme name on both CDA pages, and note any spelling variants or phase names.
  • Record the LOP and NOC status shown, and the date you checked.
  • Ask the sponsor for the LOP and NOC documents and ask CDA to confirm them.
  • CDA lists contactus@cda.gov.pk and 051-9252573, with office hours Monday to Friday, 8:00 to 16:00.

This guide does not recommend any purchase. A lawyer can advise on a specific transaction.
