The Capital Development Authority (CDA) says the marketing and site offices of none of the housing schemes in its sealing list have been sealed, according to a Planning Wing letter dated 23 October 2026. CDA listed the letter on its public notices page on 2 November. We read all four pages on 2 November. This article reports CDA’s letter. We make no statement of our own on any scheme’s approval status.
What the letter says
- The list. The letter says CDA forwarded the cases of “about 40” housing schemes for sealing, “on account of violations of approved layout plans and illegal extension/development of the scheme without prior approval of the Authority”. Its table has 40 numbered entries. Counting names as typed, 39 are distinct, because “Rawal Enclave” is typed twice. The table gives a sealing-order date for each, from 21 August to 21 October 2026.
- The delay. The letter calls it “alarming” that none has been sealed “despite lapse of more than 2 months”.
- Courts. The letter says some sponsors are “reportedly” seeking orders from courts against sealing. It names no sponsor and no court. We found no court order.
- Who seals. The letter says sealing is done by the Directorate of Enforcement, and that the Planning Wing has no staff or machinery for sealing.
- The instruction. The letter asks both enforcement directorates to proceed with sealing the 40 offices, and tells Planning Wing officers to assist at once. It says inaction will be treated as a conduct matter.
The letter also reproduces the rule it relies on from CDA’s 2023 regulation for private schemes in Zones 2, 4 and 5. Under it, sealing may follow a 15-day notice and a 7-day show-cause notice, with orders issued by the Planning Wing.
The entries in the letter
The names are exactly as CDA typed them in the table, with the order date in brackets. Any inconsistencies, such as a repeated name, a society listed with several phases at once, or stray characters in the scan, are as in the letter. Nothing in the letter suggests that every phase of any society is covered.
- 21 to 31 August: Jinnah Garden Housing Scheme (21 August); Baqir Shah Housing Scheme; Bahria Town (Phases I, II, III, III-E, VI, V & VI); Soan Garden (all 28 August); AGOCHS-I (31 August).
- 2 September: Al-Amin Garden, Phase-I; Blue Enclave; Green Homes/Valley; Islamabad Green Paradise; Islamabad Villas/Village; Ittefaq Residencia; Nilore Homes; Rawal Enclave.
- 18 September: Al-Nafees Town; Bahria Enclave-I; J.J. Housing Societies; Kashmir Gardens, J&K FHS; Mufti Mehmood Enclave; Rawal Enclave; Royal City; Royal Homes/ Residencia; Yar Muhammad Town.
- 2 October: Babar Enclave; Capital Hills; Green Fields; Islamabad Farms; Kiyani Town; Safa Homes; Saif Garden Housing Scheme.
- 14 October: Country Farms (Pvt) Ltd; Gul Town; Madina Enclave; Margalla Valley; Opel Villas; Paradise Enclave (Phase-III); Rawal Enclave (Phase-III); Razzaq Town; Sadat Town; Suffah Valley.
- 21 October: Tele Town.
How this relates to our earlier reports
- Show-cause roundup (17 October). All nine schemes in our report on CDA’s show-cause notices are in the letter’s table: Country Farms, Rawal Enclave Phase-III, Razzaq Town, Sadat Town, Madina Enclave, Margalla Valley, Gul Town, and the two names that report read from handwriting as Saffa Valley and Opal Villas, which the letter types as Suffah Valley and Opel Villas.
- Sealing notices (24 October). Nine of the ten schemes in our report on ten Zone 4 sealing notices are in the table, the same nine as above. The tenth, Paradise Enclave (Phase-II), is not listed under that name. The letter has Paradise Enclave (Phase-III), and we cannot tell whether it is the same scheme.
- Other reports. Five entries (Green Fields, Islamabad Farms, Capital Hills, Kiyani Town and Saif Garden Housing Scheme) were in our 13 October report on five sealing notices. Tele Town is in our report on its cancelled layout plan. The other 25 entries were not in those reports.
What the letter does not say
- Whether any sponsor has replied to CDA, or which courts have been approached.
- A date by which sealing must happen.
- Any reason for the delay other than the Planning Wing’s lack of staff and machinery.
What buyers can check
Anyone holding or buying a plot in a scheme on this list may wish to ask the sponsor in writing for its approved layout plan, and to check CDA’s own pages. Our guide to checking an Islamabad scheme against CDA’s lists explains how. We will update this article if CDA publishes a sealing record.
