Update, 17 October 2026: we have now read the three names we had left out. The list below names all nine.

Update, 24 October 2026: CDA’s typed sealing notices dated 14 October spell two names differently from the handwritten copies we read here. They type “Suffa Valley” in the title and request paragraph. For the Lehtrar Road scheme they type “Opel Villas” in the title and “Opal Villas” in the request paragraph of the same notice. Our spellings above were read from handwriting. The notices are covered in our report on the ten sealing notices.

The Capital Development Authority (CDA) listed nine show-cause notices on its public notices page on 9 October 2026. Each is dated 2 October 2026 and comes from CDA’s Directorate of Housing Societies, under the Planning Wing. Each says that a private housing scheme in Zone 4 of Islamabad carried out development works without CDA’s approval of a layout plan (LOP) and without a No Objection Certificate (NOC). These are CDA’s allegations. The societies may dispute them, and we found no reply from any of them.

What the notices say

All of the following is CDA’s account, not ours.

  • The ground. The notices say development works were carried out illegally, without an approved layout plan and without an NOC, which CDA says its Ordinance and regulations require.
  • The order. Each notice orders the scheme to stop development works, marketing, sale and purchase, and allotment or transfer of plots, to demolish or remove the structure, and to stop using the land, within 7 days of issue.
  • The reply sought. Each also directs the scheme to show cause in writing within 7 days why legal action should not be taken.
  • The warning. CDA says that if a notice is not complied with, it may demolish structures, seal scheme and site offices, use force including police force, and recover the cost from the person responsible. The Country Farms notice, which we read page by page, also offers a personal hearing within 7 days. The scans of the others are poorer, so we did not confirm that on each.
  • The legal basis. The notices cite sections 49-C, 46 and 46-B of the CDA Ordinance 1960, Clause 5 of the ICT Zoning Regulation 1992 and Clauses 40 to 42 of the 2023 regulation for private housing, farm housing, apartment and commercial schemes in Zones 2, 4 and 5.
  • Earlier notices and court orders. Each refers to earlier CDA and newspaper notices dated between 2016 and 2025, and reproduces passages from High Court and Supreme Court orders of 2018 to 2026 that CDA relies on. We have not read those orders.

The nine schemes

CDA listed nine notices, and this article names all nine.

The names and locations below are as handwritten on the notices, read from the scanned page images. A spelling or location may differ from the society’s own.

  • Country Farms, Simly Dam Road
  • Rawal Enclave Phase-III, Lehtrar-Simly Dam Link Road
  • Razzaq Town, Simly Dam Road
  • Sadat Town, Lehtrar Road
  • Madina Enclave, Mouza Tumair
  • Saffa Valley, Simly Dam Road
  • Margalla Valley, Main Murree Road, Bhara Kahu
  • Opal Villas, Lehtrar Road
  • Gul Town Housing Scheme, Simly Dam Road

CDA’s sealing notices from the same listing are covered in CDA moves to seal offices of five unapproved housing schemes in Islamabad Zone 4.

What we could not confirm

We do not know whether the notices were received or answered, and we found no report of what CDA did after the 7 days. The notices say nothing about each scheme’s size or plots sold. This article makes no statement of its own on whether any scheme has an approved layout plan or an NOC.

What residents and buyers can check

Anyone with a plot or file in one of these schemes may wish to ask the society, in writing, for its layout plan approval and NOC and their dates, and to check them with CDA. CDA publishes lists of private and illegal housing schemes on its website. A name being on or off a list does not settle the question, and we have not checked these names against them. Readers who have paid money may wish to seek qualified legal advice.
