CDA asks enforcement wing to seal offices of ten Zone 4 housing schemes in Islamabad

Update, 2 November 2026: A CDA Planning Wing letter dated 23 October, listed on CDA’s notices on 2 November, lists nine of these ten schemes with sealing orders dated 14 October and says no listed scheme’s office has been sealed. Paradise Enclave (Phase-II) is not listed under that name. See CDA letter listing 40 entries with sealing orders says none sealed, and reports sponsors seeking court orders.

The Capital Development Authority (CDA) listed ten sealing notices on its public notices page on 23 October 2026. Each is dated 14 October 2026, comes from CDA’s Directorate of Regional Planning, and asks CDA’s Directorate of Enforcement to proceed with sealing the marketing and site offices of a private housing scheme in Zone 4 of Islamabad. These are CDA’s allegations. We found no reply from any society.

What the notices say

All of the following is CDA’s account, not ours.

• The ground. Development works were carried out without an approved layout plan (LOP) and without a No Objection Certificate (NOC), which CDA says its Ordinance and regulations require.
• The earlier notices. Each says CDA already served notices and show-cause notices directing the scheme to stop development, marketing, sales and plot transfers. Nine cite a notice dated 2 October 2026. The Paradise Enclave notice cites notices dated 23 May and 17 July 2025.
• The rule cited. Clause 42-4 of CDA’s 2023 regulations for private housing schemes in Zones 2, 4 and 5, which says sealing may follow a 15-day notice and a 7-day show-cause notice.

We read pages 1 and 2 of all ten notices. Page 2 holds the request to the enforcement directorate, an approval line, the signature block and the start of the copy list. We read the copy-list pages 3 and 4 for the Sadat Town notice only.

How these relate to our earlier reports

• Nine were in our show-cause roundup. All but Paradise Enclave appear in our report on CDA’s show-cause notices dated 2 October. That report read two names from handwriting as Saffa Valley and Opal Villas. The sealing notices type Suffa Valley in the title and the request paragraph. The Opel Villas notice says “Opel” in its title and “Opal” in its request.
• None were in our earlier sealing report. It covers CDA’s sealing notices listed on 9 October for other schemes.
• One is new to our coverage. Paradise Enclave (Phase-II) / Janat Homes. Its request on page 2 names “Paradise Point Housing Scheme / Janat Homes”.

What we could not confirm

We found no report that any office has been sealed, and the notices give no date for sealing. This article makes no statement of its own on whether any scheme has an approved layout plan or an NOC.

What residents and buyers can check

Anyone with a plot or file in one of these schemes may wish to ask the society, in writing, for its layout plan approval and NOC with their dates, and to check them with CDA, which publishes lists of private and illegal housing schemes. Readers who have paid money may wish to seek qualified legal advice.
