Update, 17 October 2026: CDA also listed sealing notices dated 2 October 2026 for Babar Enclave (Bani Gala) and Safa Homes (Tumair, Lehtrar Road) on 9 October, on the same grounds as the five above. We read both in full.
The Capital Development Authority (CDA) listed public notices on its website on 9 October 2026 about housing schemes in Zone 4 of Islamabad. This article covers five of them. In each, CDA’s Directorate of Regional Planning calls the scheme illegal and asks the Directorate of Enforcement to proceed with sealing its marketing and site offices. We read all five notices in full. None says the sealing has already taken place, and we did not find a separate report that it has.
The five notices
Each notice gives the same reason: development work started without an approved layout plan and without a No Objection Certificate (NOC) from CDA.
- Green Fields, Simly Dam Road
- Islamabad Farms, Simly Dam Road
- Capital Hills, Karor Road
- Kiyani Town, Kirpa Road
- Saif Garden Housing Scheme, Ali Pur Farash
What the notices say
The notices cite the CDA Ordinance 1960, the ICT Zoning Regulation 1992 and the 2023 regulations for private housing and farm housing schemes in Zones 2, 4 and 5. They say no private sponsor may plan, launch or develop a housing scheme in Islamabad without CDA approval.
Each notice also says CDA served notices and show cause notices on the sponsors, telling them to stop development, marketing and plot sales. For Capital Hills, the notice gives dates of 13 June 2025 and 20 May 2026. The other four notices refer to earlier dates, which appear to be from 2011 and 2012. The scanned copies were partly hard to read, so we do not list those dates individually. CDA also says it published public notices in national newspapers and on its website.
The notices quote a regulation that says sealing follows a sealing order, a 15-day notice and a 7-day show cause notice, and is carried out in the presence of a magistrate. The CDA page lists the notices under 9 October 2026. The scanned notices themselves carry a partly illegible October 2026 date.
How CDA approval works
CDA’s illegal schemes page says approval has two tiers: a layout plan first, then an NOC. It says sponsors may develop and sell plots only after receiving the NOC, and that plots are being marketed under the names of schemes that have neither.
What buyers should verify
- Approval status: Ask the sponsor for the layout plan approval and the NOC, then check both directly with CDA.
- Ownership: Confirm who owns the land and that the seller has the right to sell it.
- Possession: Ask what the documents say about possession dates, and keep every receipt and agreement.
- CDA lists: Check CDA’s published list of illegal schemes. We did not verify how current it is.
We have not seen any response from the five schemes’ sponsors. This article does not rank or recommend any scheme. Readers who have already paid money may wish to seek qualified legal advice.
