Update, 2 November 2026: A CDA Planning Wing letter dated 23 October, listed on CDA’s notices on 2 November, lists Tele Town with a sealing order dated 21 October and says no listed scheme’s office has been sealed. See CDA letter listing 40 entries with sealing orders says none sealed, and reports sponsors seeking court orders.

The Capital Development Authority (CDA) has cancelled the layout plan of the Tele Town Housing Scheme in Zone 5 of Islamabad, according to a public notice it listed on its website on 26 October 2026. The notice says the cancellation takes effect immediately. These are CDA’s statements. We found no reply from the sponsor. This is a different scheme from Tele Gardens in Sector F-17.

What CDA’s notice says

  • The scheme. Tele Town Housing Scheme, sponsored by M/s Tele Town (Pvt) Ltd, on 499.50 kanals in Zone 5.
  • The approval. CDA says it approved the layout plan on 24 March 2023, subject to terms and conditions, and that the sponsor failed to comply with them after more than three years.
  • The notices. CDA says it served notices on 29 December 2023, 23 August 2024 and 1 November 2024, then gave a final opportunity to show cause on 27 May 2025 and 2 December 2025. CDA’s list of notices also begins with 24 March 2023, the same date it gives for the layout plan approval. It says the sponsor took no practical steps.
  • The decision. CDA says the plan is cancelled under Clause 5(ii) of the ICT Zoning Regulation 1992, read with Clause 42 of its 2023 regulation for private housing schemes in Zones 2, 4 and 5.
  • The warning. CDA advises the public not to buy plots, houses, flats or shops in schemes whose sponsors have not obtained its NOC or approval, and warns sellers and agents of such schemes of action.

What CDA’s letter adds

CDA’s scheme page links a letter dated 21 October 2026. It says CDA received many public complaints about non-development, more than 20 years after the scheme was advertised, and that the Directorate General of Federal Audit has an audit paragraph for 2025-26 on non-compliance with the approval terms. The letter asks CDA’s enforcement directorate to proceed with sealing the scheme’s office, and asks the electricity and gas utilities to give service connections only in line with approved layout plans.

What we could not confirm

  • A reply from the sponsor. None found.
  • Sealing. We found no CDA record that the office has been sealed.
  • CDA’s lists. On 26 October, CDA’s scheme page still showed the plan’s status as “Approved” next to the cancellation letter, and its private schemes list showed the same. They may not yet reflect the notice.
  • What happens to existing plot holders. The notice does not say.

What residents and buyers can check

Anyone with a plot or file in Tele Town may wish to ask the sponsor in writing for its approval documents and to check them with CDA. Our guide to checking an Islamabad scheme against CDA’s lists explains how to read them. Readers who have paid money may wish to seek qualified legal advice.
