Update, 16 October 2026: the developer has since posted a Final Notice that sets a later restoration date, 30 October 2026. See our article on the 30 October notice.

Future Developments Holdings (FDHL), the developer whose site carries the Capital Smart City notices, says plot locations with unpaid dues are being cancelled in stages. Its notice of 26 September 2026 (reference FDHL/S&M/08/26/0990) sets 16 October as the final date to restore a cancelled location. We read the notice text as listed on the company’s policies and public notices page on 15 Oct 2026. These are the company’s statements. We have not seen any independent confirmation of how many members are affected.

What the 26 September notice says

  • Residential and commercial locations paid up to 75% of the development and prime location cost were cancelled on 26 September.
  • Members who do not clear 100% of outstanding installments, including development and prime location charges, will have their locations cancelled on 6 October.
  • Members whose locations were recently cancelled can restore them until 6 October without surcharges. From 7 to 16 October they can restore by paying pending installments plus applicable surcharges.
  • Restoration depends on the company’s policies and on the location still being available. If the original location has been reallocated, the company says it may offer another available location, or a plot at a new price in future development.
  • Villa members are asked to keep paying on schedule. The notice says there is no surcharge waiver for villas, and that missing two consecutive installments leads to cancellation, as agreed at booking.

How the deadlines moved

The same page lists earlier notices on the subject.

  • 3 August (0980): locations paid up to 75% were already cancelled under notices of 10 December 2025, 24 January and 27 March 2026. Others at 76% and above would be cancelled by 20 August.
  • 22 August (0983): the next deadline became 6 September. The notice said no further extension would be given.
  • 5 September (0986): the deadline moved to 26 September. It again said no further extension would be given. It named the blocks Overseas East, Overseas Prime, Overseas Central, Harmony Park (Central) and Lake View Commercial, and set out the refund terms.

On refunds, the 5 September notice says the amount paid is returned after deducting 25% of the total paid, plus surcharges and other deductions, over a period that follows the member’s own installment timeline. The 26 September notice refers back to these earlier notices for refunds.

What we cannot say

The notice does not give the number of plots or members affected, and it does not say whether the 26 September terms apply to the same five blocks. We did not open the separate policy files linked on the page. The notices say nothing about the project’s approval, NOC or layout plan status, and this article makes no statement on it. Members who are unsure how a notice applies to their file may wish to ask the company in writing and keep the reply.
