RUDA's Chahar Bagh in Lahore: what the authority says about its first project

As read on 14 October 2026. Everything below about plans comes from the Ravi Urban Development Authority’s (RUDA) own website. We have not independently confirmed any plan, date, approval or availability, and RUDA’s pages show no publication dates.

RUDA describes Chahar Bagh as its first project along the River Ravi in Lahore. This profile sets out what the authority says about it, what its site publishes for buyers, and what is left unsaid.

What RUDA says Chahar Bagh is

RUDA says Chahar Bagh is its “maiden venture”, a mixed-use and commercial development, and a district within the Ravi Riverfront Project. It says the site is next to the Ring Road in Lahore. The authority lists villas, high-rise and mid-level buildings, condominiums, apartments and commercial complexes among the offerings. Its Chahar Bagh page names The Souq District, Alamgir Block I and Alamgir Block II.

Chahar Bagh Enclave

According to RUDA, the Enclave covers 185 acres and includes over 1,700 plots, from 3 marla to 1 kanal. RUDA says a 220-foot-wide road will connect it to Chahar Bagh.

The Enclave page links to results for a first and a second plot allotment ballot. The page shows no dates for either. RUDA’s notifications page also lists a “cancelled plots list” for Chahar Bagh Enclave, shown twice and without a visible date. Allotment status can therefore change, and the current position is something to confirm with RUDA directly.

Other items on RUDA’s site

• Low-cost housing: RUDA says it plans to develop 50 acres within various precincts of Ravi City for mid-rise apartments, individual housing units and low-cost plots. The page is addressed to investors and developers and invites enquiries. It gives no prices, dates or application steps for home buyers.
• Procurement notices: the notifications page lists bid and pre-bid documents that name Chahar Bagh Phase-I works, including an entry gate and Signature Tower Block-02, as well as a bridge to Jahangir Tomb and promenade road works along the Ravi. These are titles only. They do not say that any work has started or finished.

What this article does not say

This article states no approval or legal status, no prices and no returns. RUDA’s pages as we read them do not set out the approvals behind these projects, and we did not check them elsewhere. Third-party marketing, including from agents, is not a source here.

This profile does not cover legal or environmental disputes around the Ravi Riverfront project. We looked for a court order or other official document on them and found none we could read, so we say nothing about them here. Before buying, check the current legal position with RUDA and a lawyer.

What buyers should verify

• Allotment: check the ballot results and the cancelled plots list on RUDA’s site, and ask RUDA to confirm your plot’s status in writing.
• Who you are dealing with: RUDA’s site has pages for registered agents, registered sales partners and registered land providers. Check the seller against them and note the date you checked.
• Private schemes near Ravi City: RUDA publishes separate pages for schemes granted provisional planning permission, technical approval and final sanction, and a list titled “Illegal Housing Schemes Falling in RUDA”. Check a scheme by its exact name on all of them.
• Documents and payments: compare every document and payment instruction with RUDA’s own channels before paying.
