The Capital Development Authority (CDA) has listed a public notice, dated 5 October 2026 on its site, about a request to change the name of a Zone 5 project from “Capital Icon Mall & Residency” to “Saima Twin Towers Islamabad”. The sponsor is Curvestone Builders (Pvt) Ltd. The notice is a scanned PDF with a covering CDA letter. We read both in full on 15 October.
What CDA says
- The covering letter, dated 28 September 2026 and addressed to the sponsor’s chief executive, refers to an application dated 4 August 2026. It says the request “is under examination” at CDA’s Housing Societies directorate.
- It advises the sponsor to publish the attached public notice, at its own expense, in two leading national newspapers, one English and one Urdu, inviting objections and claims from allottees, transferees, stakeholders and the public.
- The public notice says the request is made under Clause 31 of S.R.O. 886(I)/2023, the 2023 regulations for private housing, apartment and commercial schemes in Zones 2, 4 and 5 of Islamabad Capital Territory.
The sponsor’s undertaking
The notice says the sponsor has submitted an irrevocable affidavit, undertaking and indemnity bond. In it the sponsor says that, if the change is approved:
- the management under the new name will honour all earlier allotments, possession and ownership rights of previous allottees;
- all disputes, claims and litigation, pending or future, will be the sponsor’s responsibility, and CDA will not be held responsible;
- the sponsor accepts responsibility for the project’s assets and liabilities before and after the change, including dues payable to CDA or to any private party.
How to object
Anyone with an objection or claim may write to the CDA Director General (Spatial Planning) and Director Housing Societies, by registered post, within 15 days of publication of the notice. The notice asks for a copy of the CNIC and original or attested supporting documents. It says objections after that period, or without the documents, will not be entertained.
What we cannot say
CDA lists the notice on 5 October, but we do not know when or whether it ran in newspapers, so we cannot give the end of the objection period. CDA has not approved the change as far as these documents show. They say nothing about the project’s layout plan, building plan or No Objection Certificate (NOC) status, and we did not check those, so this article makes no statement on them. We found no response from the sponsor. Allottees may wish to check their own agreements and write to CDA within the period if they have a claim.
