CDA says it has cancelled the layout plan of Bahria Town Phase III-E and IV in Islamabad

The Capital Development Authority (CDA) says it has cancelled the layout plan of Bahria Town (Phase III-E and IV), a housing scheme in Zone 5 of Islamabad. The decision is in a letter dated 14 September 2026 to Bahria Town (Pvt) Ltd (BTPL), which CDA’s website lists under public notices on 17 September. We read both CDA letters in full, as page images.
Minute Mirror reported on 17 September that an unnamed Bahria Town official rejected the decision and said the company had already submitted a revised layout plan. In the outlet’s words, the official alleged CDA “unilaterally cancelled” the earlier plan. We have not verified that claim. We found no statement from Bahria Town itself: its media centre page, checked on 15 October, carried none. We found no court stay in searches on 15 October. Islamabad High Court cause lists were not checked. We found no later CDA notice on Bahria Town as of 15 October.
What the first letter says
All of the following is CDA’s account, not ours.
- CDA approved the layout plan on 8 December 2010 for an area of 2,999 kanals.
- CDA says BTPL did not meet the plan’s conditions or complete the steps needed for a No Objection Certificate (NOC) in about 15 years, yet carried out development works and sold land or plots before an NOC was issued.
- CDA also says it found violations of the approved plan, including buildings along Corniche Road and on land set aside for a park, a graveyard and a riverbed. It says it told BTPL on 21 May 2025 to vacate amenity plots, rejected BTPL’s reply, and issued a final show cause notice on 5 September 2025.
- The letter says the layout plan is “cancelled/withdrawn, with immediate effect”, that CDA decided to suspend approval of building plans in the scheme and processing of other BTPL cases, and it describes BTPL as a “defaulter of CDA”.
- Copies went to CDA’s enforcement and building control directorates, with a request to act on demolition or removal of works and buildings.
The letter lists no affected plots or buildings and gives no demolition dates. It says BTPL asked for a revised and extended plan for 3,251 kanals, on which CDA issued observations on 6 March 2026.
A second letter on the other phases
On 11 September 2026 CDA wrote to BTPL about a request to approve a revised and extended layout plan for Bahria Town Phases II, III, V and VI, also in Zone 5. CDA says the original plan (2,504.7 kanals) was approved on 30 August 2000 and an NOC issued on 5 July 2001, and that works were due by 4 May 2006, extended to 5 July 2007. It says BTPL has not completed them or obtained a completion certificate.
For the revised plan, which covers 2,593.71 kanals, CDA’s table marks all four land documents and eight of ten planning documents as not submitted. CDA says Rs65.026 million in extension charges, demanded on 14 March 2025, has not been deposited. It gave BTPL 10 days to submit a complete case, failing which the request would be treated as disposed of and unapproved. The letter also cites an Islamabad High Court order of 26 September 2019 that it says dismissed Bahria Town’s petitions.
What to check
Neither letter addresses individual plot holders. Layout plan and NOC status is a matter for CDA’s own records. Anyone holding a plot or file in these phases may wish to ask CDA and the sponsor in writing what the letters mean for them.
