As read on 15 October 2026. This explains a public notice published by the Rawalpindi Development Authority (RDA). The notice is a scanned Urdu document. We read all of it and have not independently confirmed any detail.

The Rawalpindi Development Authority (RDA) has announced a public auction of rental rights for four commercial units, for three years covering financial years 2026 to 2029. The notice is signed by the Director (Estate Management). It lists a basement and a ground floor in Building No. 18-B in the Sher Pao Colony Scheme, and two shops, Nos. 13 and 15, which the notice places in the Syedpur Road Scheme.

When and where

Bidding is set for Tuesday 3 November 2026 at 11:00 am in the auction conference room at RDA’s office, Liaquat Bagh, Murree Road, Rawalpindi. If it cannot be held that day, the notice gives Wednesday 4 November and Thursday 5 November, both at 11:00 am. A bidder who cannot attend must send a representative with the original power of attorney or authority letter and an ID card, submitted before the bidding.

The units and the listed amounts

  • Basement, Building No. 18-B, Sher Pao Colony Scheme: 2,756 sq ft, monthly rent Rs216,000, annual rent Rs2,592,000, earnest money Rs777,600.
  • Ground floor, Building No. 18-B: 3,697 sq ft, monthly rent Rs540,000, annual rent Rs6,480,000, earnest money Rs1,944,000.
  • Shop No. 13: 218.05 sq ft, monthly rent Rs60,000, annual rent Rs720,000, earnest money Rs216,000.
  • Shop No. 15: the same area and amounts as Shop No. 13.

The notice gives the earnest money as 30 per cent of the annual rent. It says the auction runs on monthly rent and that rent rises by 10 per cent every year. It does not say whether the listed monthly figures are a minimum bid.

Main conditions in the notice

  • Bidders deposit the listed earnest money by cash or pay order in favour of RDA, with a copy of their ID card, before bidding.
  • The winning bidder pays 35 per cent of the first-year bid within 10 days of approval. The notice sets out how this security is adjusted over the lease (10, 10, 5 and 10 per cent by year, after utility dues). One monthly installment is also paid in advance and adjusted in the last month.
  • Monthly rent is paid in advance within the first 10 days of each month. The notice sets a late fine of 1.45 per cent a day and treats the contract as cancelled, with the property taken back, after 45 days without payment.
  • Subletting and taking partners are not allowed, blacklisted persons cannot bid, and inspection irregularities carry a fine of Rs10,000 a day. The winning bidder signs and registers a stamped agreement within 14 days of the approval letter.
  • The auction is held under RDA’s “Auction of Collection/Lease Rights of RDA’s owned Properties Regulations, 2020”. The notice says the current leaseholder has a “right of first refusal” on Shop No. 13.
  • Disputes go to RDA’s Director General, whose decision the notice calls final, and it says the bidder has no right to approach a court. Whether that can be enforced is a legal question this article does not address.

What to check

  • Read the original notice, which RDA lists on its tenders and auctions page, including all 19 conditions. Our notices tracker lists it too.
  • Ask RDA’s Estate Management directorate to confirm dates and conditions in writing.
  • Take legal advice on the lease conditions before you bid.
