DHA Karachi’s announcements page lists several notices for plot owners. We read the notice images on 27 October 2026. The images carry no issue date, so the dates below are those shown beside each title in DHA Karachi’s list. This article reports what DHA Karachi says and makes no statement of its own on any approval or on what owners should do.
Phase VIII electric development charges (listed 3 June 2026)
DHA Karachi says that “with effect from 1 Jul 2026 Electric Dev Charges are required to be paid in twelve (12) equal quarterly installments over a period of three (3) years”. It gives these rates per square yard:
- Sectors A, B, C, D and E: Rs 2,452 for residential and Rs 16,517 for commercial.
- Sector E-8: Rs 2,952 for residential and Rs 17,017 for commercial.
The notice says the first installment is payable “on or before 30 Sep 2026”, and that the rest fall due “at the end of each subsequent quarter thereafter”. The first date has already passed. It says that on default, “surcharge shall be levied from the due date of defaulted installment at the rate of KIBOR + 1%”. It also says full payment of electrification charges “shall be mandatory at the time Completion / NOC for Mortgage / Transfer of Plot / B & C Lease”, and that DHA “reserves the right to initiate cancellation proceedings in respect of plots remaining in default for a period of six (6) years from the effective date of implementation of this policy”.
Transfer and mutation NOC (listed 20 January 2026)
The English text reads: “No Transfer / Mutation of property will be processed in Sub Registrar-1 Clifton Town, MEO and CBC offices without Prior permission (NOC) of Transfer & Record Directorate DHA Karachi”.
Central Mutation Cell (listed 22 July 2026)
DHA Karachi says the cell brings DHA, CBC, MEO and the Registrar together at the DHA Head Office. It lists limited-time introductory benefits from 14 August 2026 to 31 July 2027: no ground survey, mutation processing within 10 working days, a one-time mutation and membership fee from the current owner, and an exemption on previous mutation charges. The page headline refers to bungalow and commercial plaza owners.
Additional floor charges (listed 1 January 2026)
DHA Karachi says owners of Peninsula Comm Ph-VIII and Beach Ave Comm Ph-VIII E-8 plots will be allowed one additional floor on payment of charges: Rs 5 million for 100 square yards and Rs 10 million for 200 square yards (Peninsula Comm), and Rs 20 million for 300 square yards (Beach Ave Comm). It says these are “subject to 10% increase p.a.”
What the notices do not say
- Whether the rates per square yard are the total charge, to be divided into twelve installments, or the amount of each installment.
- Whether the electric charges schedule covers every Phase VIII plot beyond the sectors listed, or every plot size.
- How the quarter-ends after 30 September 2026 are counted, or what happens to a missed installment before default.
- How the KIBOR rate is set, or whether the six years run from 1 July 2026.
- The effective date of the floor charges and transfer notices, or how to apply for a transfer NOC.
- The mutation fee amounts, who qualifies, and what applies after 31 July 2027.
What owners can check
Anyone with a plot in DHA Karachi may wish to ask DHA Karachi in writing how each notice applies to their plot, and to ask their bank or a lawyer about any transfer or mortgage.
